Support`.precommitconfig.yml`filename

There are a lot of tools which support both

and

extensions:

to name a few.

It would be awesome to have this support. Since we try to stick to

everywhere possible.
Right now in out toolchain everything except

follows this rule: https://github.com/wemake-services/wemake-django-template

If maintainers are fine with this change, I can provide a PR for this.
